Prof. Yoshihiro Deguchi and Prof. Susumu Imashuku, from the University of Tokushima, presented their bid at the 2019 CSI XLI in Mexico City, which included details on the scientific program, the venue as well as attractions of the region and social activities. The bid was backed with the support from the Governor of Tokushima Prefecture, the Japan National Tourism Organization, the Heat transfer Society of Japan, the Iron and Steel Institute of Japan, the Japanese LIBS Society, the Japan Society of Mechanical Engineers, the Laser Society of Japan and the University of Tokushima. Right after the presentation,  Japan won the bid with a unanimous vote.

The chosen venue to welcome the 600 participants worldwide is the very centrally located Tokushima Arts Foundation for Culture, within walking distance from Tokushima Station. To give a dash of local culture, the program of the congress has secured a special performance showcasing the dynamic "Awa Odori" performance by the reigning dance troupe winner of the competition in the yearly-held homonymous festival.
